First Danish tender for PPP on infrastructure project

Tenders for the 25 km. Kliplev-Sønderborg motorway are now being called for in Southern Jutland. The motorway is to be constructed as a Public-Private Partnership (PPP), and this is the first PPP tender ever conducted in Denmark on a public works infrastructure project.

The motorway is a state motorway, and the state will own the motorway and the land it is built on throughout the period. However, the PPP Company will assume main ownership risks during both construction and operating phases.

The tender process will be carried out in a competitive dialogue. This means that the type of tender allows the contracting authority and bidders to discuss economic, legal and technical questions before bidders.

The Road Directorate (in the following called the contracting authority) is inviting all interested parties to apply for prequalification to bid in the tender process for the Kliplev-Sønderborg motorway.

The project includes the following elements among others:

– Construction of 25 km 4-lane motorway from Kliplev to Alssundbroen (The Alssund bridge)

– Construction of 7 interchanges (including interchange with E45)

– Rerouting approx. 14 km municipal roads

– Construction of 10 over/underpasses of transversing roads and paths.

– Construction of a motorway overpass over an electrified railway.
